Capitol Hill Clothiers Return & Exchange Policy

Effective Date: Jan 1, 2020

At Capitol Hill Clothiers, each garment is made and selected with care, particularly our custom and protective apparel. Because many of our products are custom-made, altered, or designed as personal protective equipment, our return and exchange policy is necessarily limited. Please review it carefully before placing an order.

1. Bulletproof and Protective Garments

For safety, chain-of-custody, hygiene, fit, and product-integrity reasons, all sales of bulletproof garments and protective products are final.

This includes, without limitation:

  • Bulletproof vests and body armor

  • Bulletproof suit jackets, blazers, coats, outerwear, and garments

  • Ballistic panels, inserts, carriers, and protective accessories

  • Any garment incorporating ballistic, stab-resistant, or other protective materials

  • Custom-fitted, made-to-measure, altered, embroidered, monogrammed, or personalized protective garments

Capitol Hill Clothiers does not accept returns, refunds, exchanges, or cancellations for bulletproof or protective garments simply because of sizing, fit preference, color preference, comfort, style, change of mind, or a customer’s failure to review product specifications before purchase.

Limited exception: damage or unusable condition

A return of a bulletproof garment may be considered only if it arrived:

  • Damaged during shipment;

  • With a verified manufacturing defect; or

  • In an unusable condition that materially prevents the garment from functioning as intended.

To request review under this limited exception, the customer must:

  1. Contact Capitol Hill Clothiers in writing within 5 calendar days of confirmed delivery.

  2. Provide the order number, purchaser name, delivery address, and a detailed description of the issue.

  3. Submit clear photo documentation of:

    • The shipping carton and packaging, if damaged;

    • The garment and any visible damage or defect;

    • Product labels, tags, serial numbers, or identifying markings, if applicable;

    • All included components, such as panels, inserts, carriers, or accessories.

  4. Keep the item, original packaging, tags, and all included materials in their delivered condition pending written instructions from Capitol Hill Clothiers.

Do not wear, alter, launder, dry-clean, repair, remove labels from, or otherwise modify a claimed defective protective garment. Doing so may prevent Capitol Hill Clothiers from evaluating the claim and may void eligibility for a remedy.

If Capitol Hill Clothiers confirms that the item arrived damaged, defective, or unusable, we may, at our discretion and subject to product availability:

  • Repair the item;

  • Replace the affected item or component; or

  • Issue a refund or store credit where repair or replacement is not reasonably available.

Approval of a claim is not guaranteed. Capitol Hill Clothiers may require return inspection, additional documentation, carrier claim cooperation, or other reasonable verification before authorizing a remedy.

2. No Fit Exchanges for Bulletproof Garments

Bulletproof and protective garments are not eligible for exchanges due to sizing or fit.

Customers are responsible for providing accurate measurements, reviewing sizing information, and communicating fit requirements before production or purchase. Because our protective garments are custom-produced and involve regulated or safety-sensitive components, we cannot accept previously delivered protective garments back into inventory for resale, alteration, or exchange.

Where available, Capitol Hill Clothiers may offer fit consultation or measurement guidance before an order is finalized. Such services do not alter the final-sale status of a completed bulletproof or protective garment order.

3. Custom Suits and Other Non-Bulletproof Garments

Custom suits, sport coats, trousers, shirts, outerwear, and other non-bulletproof garments are also generally made specifically for the customer and therefore are not eligible for traditional returns for a cash refund.

However, Capitol Hill Clothiers may offer the following remedies for eligible custom, non-bulletproof garments:

  • Reasonable alterations or fit adjustments, where appropriate;

  • Store credit, at Capitol Hill Clothiers’ discretion, for eligible unworn and unaltered items;

  • Remake evaluation where a material deviation from approved measurements, specifications, or order details is verified.

Eligibility for an exchange, store credit, alteration, or remake depends on the garment type, condition, customization level, and the circumstances of the request.

Requests regarding fit, sizing, workmanship, or order accuracy for non-bulletproof garments must be submitted within 5 calendar days of delivery or pickup.

4. Conditions for Non-Bulletproof Exchanges or Store Credit

To be considered for an exchange or store credit, a non-bulletproof garment must generally be:

  • Unworn, unwashed, and unused, except for a brief indoor fitting;

  • Free of odors, stains, pet hair, deodorant marks, damage, or signs of use;

  • Returned with original tags, packaging, accessories, and accompanying materials;

  • Unaltered by any tailor, cleaner, or third party not authorized by Capitol Hill Clothiers;

The following are not eligible for exchange or store credit unless Capitol Hill Clothiers determines there was a verified error or defect:

  • Garments that have been worn, washed, dry-cleaned, altered, damaged, or personalized after delivery;

  • Items altered by an outside tailor;

  • Custom garments made to customer-approved measurements, fabrics, styling selections, or specifications;

  • Gift cards, shipping fees, rush fees, fitting fees, alteration fees, and service charges.

Store credit, if issued, may be subject to an expiration date of 12 months from the date of issue and may be used only in accordance with the terms provided at the time credit is issued.

5. Order Errors and Workmanship Issues

If you believe Capitol Hill Clothiers made an error in fulfilling your order—such as sending the wrong item, using an incorrect fabric or feature, or producing a garment materially inconsistent with approved order specifications—please notify us within 5 calendar days of delivery or pickup.

Please include:

  • A detailed description of the issue;

  • Clear photographs of the garment and relevant details;

  • Photos of labels, tags, and packaging where applicable;

  • Any supporting order documentation, measurements, or approved design specifications differing from the final product.

We will review the information and determine the appropriate resolution. Where Capitol Hill Clothiers confirms an error or workmanship defect, we may provide a repair, alteration, replacement, remake, store credit, or other appropriate remedy.

6. Return Authorization Required

Do not send any merchandise to Capitol Hill Clothiers without prior written authorization.

All approved returns or inspections require a Return Authorization (“RA”) issued by Capitol Hill Clothiers. Unauthorized shipments may be refused, returned to sender, or deemed ineligible for review.

If a return is authorized:

  • We will provide return instructions and, when applicable, a return shipping label.

  • The customer must package the item securely to prevent damage in transit.

  • The customer is responsible for retaining shipment tracking and proof of delivery unless Capitol Hill Clothiers provides a prepaid label.

  • Returned items remain the customer’s responsibility until received and accepted by Capitol Hill Clothiers.

7. Shipping Damage Claims

If your package appears damaged at delivery, please photograph the package before opening it whenever possible. Retain all original packaging materials, including the outer carton, inserts, labels, and packing materials.

Shipping damage must be reported within 5 calendar days of delivery. Late reports may limit our ability to pursue a carrier claim and may affect available remedies.

8. Refund Processing

Refunds are issued only when Capitol Hill Clothiers has approved a refund under this policy.

If approved, refunds will generally be issued to the original method of payment. Original shipping charges, expedited shipping charges, rush fees, measurement fees, alteration fees, and other service charges are nonrefundable unless the return results directly from a verified error by Capitol Hill Clothiers or a verified item defect.

Processing times may vary depending on inspection, payment provider processing, carrier investigations, and the nature of the claim.

9. Customer Responsibilities

Before placing an order, customers are responsible for:

  • Reviewing all product descriptions, specifications, care instructions, and sizing information;

  • Confirming measurements and fit preferences;

  • Understanding the final-sale status of bulletproof and protective garments;

  • Providing accurate contact, shipping, and order information;

  • Inspecting delivered items promptly;

  • Following all care, use, and maintenance instructions provided with the garment.

Protective garments must not be modified, repaired, or altered by unauthorized parties. Unauthorized alterations may compromise the garment’s intended performance and will fully void manufacturer warranties or any available claim under this policy.
